It’s not adultery for two reasons.
1. Multiple wives were acceptable back then. Although never a promoted Jewish trait, nevertheless, the Torah does allow a husband more than one wife.
2. #1 one doesn’t matter because the girls had just seen their mother, Lot’s wife, die. Turned to a pillar of salt. Lot was back in the dating pool.
[Well, there were TWO daughters. Perhaps the adultery question hangs around for younger daughter. So we still have use for reason #1.]
A better question, which has no #1 nor #2 to defend it, isn’t this incest!? A forbidden relationship, father and daughter!
So our Rabbis pass down that the daughters actually and honestly thought the whole civilized world was coming to an end. G-d promised never another flood but this was fire and sulfur raining from the sky. They thought that they were the only humans left alive and were genuinely trying to repopulate the earth because, as the older daughter said, “our father is old.” They weren’t sure he would survive the physical and emotional stress of his wife dying, his children who stayed in Sodom dying, fleeing across miles of plains and up mountains….
So the daughters are actually credited with the righteous intention of wanting to save humanity.
If you want to see punishment, [which of course, we don’t,] look to societies which promote abortion and homosexuality. The antithesis to what Lot’s daughters were doing.
